Trump issues first veto after rebuke of border emergency order

President Trump is expected to veto the congressional resolution that blocks his national emergency declaration on the southern border on March 15, 2019 in Washington, DC.

Trump is expected to issue his second veto in the coming weeks over a congressional resolution seeking to end US backing for the Saudi Arabian-led coalition fighting in Yemen.

The Senate passed its resolution 59-41, with 12 Republicans including Mitt Romney and Marco Rubio voting for it, prompting a one-word Trump tweet in response.

Trump's national emergency declaration almost a month ago is paired with a number of executive actions created to make approximately $8 billion of funding available to begin construction on a wall along the southern border. It is unlikely that Congress will have the two-thirds majority required to override Trump's veto.

The dozen senators who went against the White House were Susan Collins of Maine, Lisa Murkowski of Alaska, Roy Blunt of Missouri, Lamar Alexander of Tennessee, Pat Toomey of Pennsylvania, Rand Paul of Kentucky, Rob Portman of Ohio, Marco Rubio of Florida, Jerry Moran of Kansas, Roger Wicker of MS, and Mitt Romney and Mike Lee, both of Utah.

But on Thursday, Tillis cast his vote with the president, saying he was reassured by indications that Trump would support changes to the National Emergencies Act itself to rein in presidential powers going forward, and that his GOP colleagues also backed such legislation.
