U.S. Democrats blast safety net cuts in Trump budget as 'malicious'

Outcry over Trump's cuts to Medicare hospital payments

At a time when evidence of unsafe harm from climate change is mounting, the budget proposes to gut the Environmental Protection Agency, to the tune of a 31 percent cut in its budget next year.

The budget, which is the largest in federal history, includes a almost 5% increase in military spending - more than asked for - and an additional $8.6bn for Trump's wall on the border to Mexico.

Trump's budget would cut existing Medicare rates; single payer would reduce payments from today's mix of private and public payers.

Biden decried the budget, saying, "Did you see the budget that was just introduced ..."

"On Medicare, we are actually putting it on a sounder footing", Health and Human Services Secretary Alex Azar told House lawmakers Tuesday at a budget hearing.

U.S. Rep. Richard Neal raised concerns Wednesday that the proposed Medicare spending cuts included in President Donald Trump's 2020 budget proposal could harm American seniors and individuals with disabilities.

The proposal comes as the annual budget deficit is projected to exceed $1 trillion this year, in part because of a Republican tax cuts enacted in 2017 and a bipartisan spending spree since Trump took office. The latest Trump budget essentially repeats his earlier proposal to do away with the Affordable Care Act and cap Medicaid spending.

Democratic leaders in both the House and the Senate pronounced the budget "dead" when it arrived on Sunday evening. It adds work requirements - hard to administer and sometimes counterproductive - to key safety-net programs such as Medicaid, housing assistance and food stamps.

The proposal aims to cut the budget deficit by about $2.7 trillion over 10 years and balance the budget in 15 years.

"President Trump has somehow managed to produce a budget request even more untethered from reality than his past two", said Democratic US representative Nita Lowey, chairwoman of the House Appropriations Committee. The National Institutes of Health, which conducts and supports medical research, would lose $4.5 billion in funding, another politically unpopular idea, though the Department of Veteran's Affairs would gain an additional $6.5 billion from the year before. The budget also includes $8.6 billion for the completion of a wall to secure the southern border. "But we must also think about how we can help families to access financial programs, educational opportunities, and higher paying jobs".

"At the end of the day, this is a really irresponsible budget in which the president is also breaking promises that he made to the American people", she said, "It's going to undermine critical health care services for millions of Americans". The budget forecasts the economy will grow about 3 percent annually over the next decade, relying on the assumption that the deregulation and tax cuts will have a long-lasting impact on the economy.

"If we're going to continue to spend recklessly while having policies that restrain growth, there's no chance to get out of the fiscal malaise we find ourselves".
