States sue to keep tax money going to Planned Parenthood

Leading what is expected to be a national battle over the issue, California on Monday sued the Trump administration seeking to block a new regulation that restricts access to abortion and other family-planning services.

California Attorney General Xavier Becerra and a group of 20 states announced separate lawsuits Monday against the Trump administration's "Protect Life" rule which will partially defund Planned Parenthood along with other abortion providers due to new requirements that federal Title X family planning funds can not go to abortion facilities. "Neither is a good or fair option for women and families who often have no other access to medical care".

The rule, announced by the Health and Human Services Department on February 22, was celebrated by social conservatives eager to see a substantial portion of the $286 million Title X federal family planning program redirected to faith-based groups.

"The Trump-Pence administration has doubled down on its attacks on women's health", California Atty. Gen. "This is yet another attack from the Trump administration on women and families, and it is appalling that the federal government wants to rob individuals of the right to complete medical information and full access to the critical health care services they rely on".

The Health and Human Services Department has declined to comment, citing the pending lawsuits.

California has the nation's largest Title X program, serving some 1 million patients annually - more than 25% of all Title X patients nationwide.

Supporters of the rule expect an increase in federal funding for faith-based family planning organizations that refuse to perform abortions. "HHS has exceeded the scope its statutory authority and acted in a manner that is arbitrary, capricious, and not in accordance with law", he wrote.

"What this new rule means is that providers in OR who receive Title X funding will have to decide whether they will refuse the funding OR "cave" to the requirements of this new rule", Rosenblum said. "This rule will deprive Californians of access to needed reproductive care and cause harm to public health in California". "These are all pro-abortion Democratic administrations".

What constitutes "family planning", however, has become a political point of contention. "We do not plan our families by killing our children".

Planned Parenthood and other groups have said requiring federally funded family planning clinics from being housed in a separate physical facility from abortion providers would be too costly, and all but impossible to fulfill.

"Unfortunately, I think this is just another example of Attorney General Becerra really just trying to jockey for position for higher office", Keller said of the lawsuit. Connie Leyva (D-Chino), as well as the governor's wife, First Partner Jennifer Siebel Newsom.

Becerra accused the administration of trying to "sabotage" Title X services for women. "President Trump treats women and their care as if this were 1920, not 2019".

The lawsuit in California is the latest of dozens of legal challenges that it and other states led by Democrats have filed in a bid to block Trump administration policies.

Meanwhile on Monday, California Attorney General Xavier Becerra lodged another suit in a U.S. District Court in San Francisco.
