Wilson-Raybould warns she still can’t tell full SNC-Lavalin story

After weeks of high-stakes drama, Jody Wilson-Raybould will testify before the House justice committee Wednesday about allegations the Prime Minister's Office pressured her to intervene in the SNC-Lavalin case during her tenure as attorney general.

It has been almost three weeks since anonymous allegations first surfaced that Trudeau's office pressured Wilson-Raybould to negotiate a remediation agreement with Quebec's SNC-Lavalin, rather than pursue a criminal prosecution for corruption and bribery related to government contracts in Libya.

Liberal MP Marco Mendicino said Wernick, who has been a public servant for decades under both Liberal and Conservative governments, had a responsibility to bring new information to the attention of the attorney general that may impact innocent third parties, such as the employees of large corporations.

"Jody Wilson-Raybould tells the story of a prime minister who has lost the moral authority to govern", Scheer said.

If convicted, SNC-Lavalin could face a 10-year ban on receiving federal government contracts and hefty fines, risking layoffs at a major employer in Quebec. Residents of SNC's home province of Quebec leaned towards remediation, with 51 per cent preferring that option.

Mr Trudeau is being pressured to reveal what he knows about whether officials from his office inappropriately pressured a former cabinet minister to become involved with a prosecution on construction giant SNC-Lavalin.

But he stressed that Wilson-Raybould, who resigned from cabinet February 12, was never unduly pressured.

The committee has heard little evidence about a third key conversation that took place on December 18, 2018, between Wilson-Raybould's Chief of Staff, Jessica Prince, and two top Prime Minister's Office staff: Chief of Staff Katie Telford and Principal Secretary Gerald Butts.

He acknowledged discussing the matter with Wilson-Raybould but says he told her in the meeting that the decision of how to handle the matter was "hers alone".

Wernick told MPs at that committee that he used his meeting to "convey consequences" of not offering a remediation agreement to Wilson-Raybould.

The question is whether Trudeau and other members of his office pressured Wilson-Raybould to make a decision during numerous conversations.

"Canadians need to be outraged at the suggestion that politicians were putting pressure on independent agents of the Crown, independent legal officers, to try to get a better deal for well connected friends of the Liberal party", Scheer said.

But the decision to go ahead with prosecution had already been made months prior to Wernick's discussion about the matter with Wilson-Raybould, Rankin noted.

After a long sigh, Ms. Wilson-Raybould said she is not going to get into conversations about why she resigned, adding, "I resigned from cabinet because I did not have confidence to sit around the table - the cabinet table - that's why I resigned".

Trudeau said that the core issue is whether she felt "pressure or inappropriate pressure, and she will be able to speak fully to that", Trudeau said.

The director of public prosecutions, Kathleen Roussel, decided in September not to allow SNC-Lavalin to take advantage of a change to the Criminal Code introducing remediation agreements.

Rather, Wernick told the committee he provided the then-solicitor general with the "context" that a lot of people were anxious about the consequences to jobs, communities and suppliers should SNC-Lavalin face criminal proceedings.

Last week the committee heard testimony from Privy Council clerk Michael Wernick, the head of the federal public service.

"I thought your integrity was enhanced by not quitting, by staying there, and as you've just said, maintaining the rule of law", he said.
