Majority of Americans Blame Donald Trump, GOP for Shutdown, Polls Say

Correspondents say pressure is building on Mr Trump as the dispute drags on, with opinion polls showing more Americans blame him for the shutdown than they do the Democrats.

And Representative Steve Scalise, the No. 2 House Republican, told ABC, "We don't want it to come down to a national emergency declaration", even if he believes Trump has the authority to do so.

Graham echoed Trump by blaming the three-week long government shutdown on Democrats - specifically House Speaker Nancy Pelosi who joked she would give Trump $1 for the border wall.

Mr Trump fired off a series of tweets pushing back against the notion that he does not have a strategy to end what became the longest government shutdown in U.S. history when it entered its 22nd day on Saturday.

Sen. Lindsey Graham says he encouraged Trump during a telephone conversation Sunday to reopen government for a short period to try to negotiate a deal with Democrats to end the impasse. "If we can't at the end of three weeks, all bets are off".

A national emergency would allow Trump to divert money from other projects to pay for the wall, which was a central promise of his 2016 campaign.

Fifty-three percent in the national survey said that Trump and congressional Republicans are mainly responsible for the shutdown, while 29 percent blamed congressional Democrats, almost a 2-1 margin against the president and his party. The president initially sounded as though such a move was imminent, but then pulled back.

Mr Graham, chairman of the Senate Judiciary Committee, said he had urged the president on Sunday to temporarily reopen government to get negotiations started again.

While Trump has said he "can relate" to their loss of income, he says a broken border is more damaging than a government shutdown.
