NHS 10-year plan launched in bid to save 500000 lives

"It's good to have a plan which sets a clear direction for the NHS and tackles numerous issues the Academy has always been saying need to be addressed if we are to improve patient care", said Professor Carrie MacEwen, chair of the Academy of Medical Royal Colleges. The plan is to prevent around 23,000 premature deaths and 50,000 hospital admissions in the next decade.

"To help the NHS make its extra funding go further and alleviate the pressures on the health service, it is essential that the Government plugs the £3.6 billion funding gap facing adult social care by 2025 and reverses the £600 million in reductions to councils' public health grants", he said.

In an effort to "improve the effectiveness" of public health approaches, such as NHS health checks, NHS England will work with community pharmacists, voluntary sector partners and Global Positioning System to test patients for "high-risk conditions", such as high blood pressure, raised cholesterol and atrial fibrillation, it said in the document.

"But what will really be key will be the details of the 10 year plan and how they will translate to frontline care".

Chris Hopson, chief executive of NHS Providers, said the plans could prove to be an "undeliverable wish list". It will also provide for genetic testing for a quarter of people with dangerously high inherited cholesterol, reaching around 30,000 people.

- Pilot schemes will see "smart" inhalers given to respiratory patients to monitor their condition.

Better use of community pharmacists, better access to physiotherapists, and improving the availability of fast and appropriate care to help communities keep people out of hospital altogether.

Theresa May hailed the launch of the plan, which sets out how the NHS will use the extra £20.5bn real-terms boost to health spending over the next five years, as "a historic moment".

The Plan will open a digital "front door" to the health service, allowing patients to be able to access health care at the touch of a button and ensure every hospital with a major A&E department has "same day emergency care" in place.

The 133-page document says NHS bosses have drawn up "a provisional list of potential legislative changes for parliament's consideration" following invitations to do so from May and MPs on the health and social care select committee.

The plan has been welcomed by campaigners, but experts warned that implementing it would be hard.

"This is a pragmatic plan with an ambitious vision to improve NHS care, but making it a reality will be extremely tough given growing pressures on services, widespread staff shortages and continued cuts to other parts of the health and care system", said Dr Jennifer Dixon, chief executive of the Health Foundation think tank.

We will improve how the NHS cares for children and young people with learning disabilities and autism by ending inappropriate hospitalisation, reducing over-medicalisation, and providing quality care in the community.

"Targeted specialist help for people who are alcohol dependent will be welcomed by all within the industry", said John Timothy, chief executive of the Portman Group.

"'It is welcome that the Government is beginning to recognise the importance of prevention and must now ensure that these plans are deliverable, sustainable, and serve the long-term needs of the public", he said.

But shadow health secretary Jon Ashworth told the same programme: "The Tories have been running down the NHS for nine years, starving it of cash, cutting it back, privatising elements of it, failing to get the staff we need".
