Canada, buoyed by trade deal, to push US on metal tariffs

President Donald Trump is hailing his revamped North American trade agreement with Canada and Mexico as a breakthrough for USA workers, vowing to sign it by late November while investors breathed a sigh of relief that the key pillars of NAFTA had survived his hardball strategy to reshape global commerce.

Despite reaching a new trade agreement with Mexico and Canada over the weekend to replace the North American Free Trade Agreement, President Trump said at the White House on Monday the key US trading partners would still not be exempted from USA steel and aluminum tariffs.

The President calls the agreement a mutually beneficial win for North American workers, farmers, ranchers, and businesses. "It will strengthen the middle class, and create good, well-paying jobs and new opportunities for the almost half a billion people who call North America home".

USA business groups oppose turning NAFTA into a bilateral deal because the three nations' economies have become closely intertwined since the original pact came into force in 1994.

The pact, now called the U.S. -Mexico-Canada Agreement, or USMCA, will give American farmers greater access to Canada's dairy market and require automakers to make more of their vehicle's parts in North America (if they don't want to pay tariffs).

"This impinges on Canadian sovereignty - the USA gets to tell us who we can enter into a free trade agreement with". One letter promises Canada will be exempt from any future USA tariffs imposed on automobiles and auto parts as a matter of national security.

Foreign Minister Chrystia Freeland, Canada's chief negotiator, called it a victory because it maintains tariff-free access to the US for most of the country's exports.

Trump has used US tariffs on billions of dollars' worth of imported goods from China and other nations as a negotiating tactic and said the North American deal offered evidence that his approach was working.

Flanked by Foreign Minister Chrystia Freeland who led the Canadian negotiating team, he welcomed Mexico's concessions on auto worker wages, an exemption for Canada's cultural industries, and the keeping of binational dispute resolution panels on which he'd staked his political future. The U.S. has indicated that it is prepared to move forward with the deal, whether it's a bilateral or trilateral text they submit for Congress to review. The 25 percent steel and 10 percent aluminum tariffs were implemented in March.

The latter had been used on several occasions to successfully challenge USA anti-dumping and countervailing duties on its lumber and other key sectors. It is absolutely critical for both Ontario and our friends south of the border that the new USMCA arrangement helps us build on that success.
