The Trump administration has already threatened to raise the stakes.

Trump has said additional tariffs on hundreds of billions in Chinese goods are in the pipeline, too.

"We can probably say that the trade war has officially started", Chen Feixiang, professor of applied economics at Shanghai Jiaotong University's Antai College of Economics and Management, told Reuters. On the other hand, it is expanding restrictions on investments. Julian Evans-Pritchard from Capital Economics said: "While a weaker currency could offset some of the economic damage done by United States tariffs, the wider risks to financial stability would not be worth taking".

The head of the Asia-Pacific Committee of German Business (APA), Hubert Lienhard, said that in the face of a growing protectionist agenda in the USA, a joint German-Chinese message to the White House "could be one the of things emerging from today's government consultations".

"This plays out over the next few months, until both sides start to feel a little pain and realise this isn't a bloodless march to victory", said Harris.
