European shares rise after breakthrough in Merkel migration row

The deal struck Monday after weeks of wrangling followed a dramatic escalation with Seehofer telling a party gathering in Munich that he planned to resign as interior minister, if Merkel blocked him from turning back any migrants at the border who'd been processed already in other European Countries and use Europe's open borders to head to Germany.

However, after a night of high drama, Seehofer later said he would hold last-ditch talks with Merkel's Christian Democratic Union (CDU) "in hopes of reaching an understanding".

In neighboring Austria, Chancellor Sebastian Kurz again urged a European solution to migration, warning in the Bild newspaper that if the southern German region of Bavaria undertook unilateral measures it would create a "domino effect" as Austria and other EU nations then closed their borders one-by-one.

The compromise agreement includes plans to set up transit centres from where asylum seekers, already registered in other European Union countries, will be sent back.

"So they agreed in principle to a concept that was denied by the SPD and the former grand coalition in 2015 already, and Merkel at that time actually backed this agreement".

The deal is not yet finalized however, with the CDU and CSU meeting with their junior coalition partner on Tuesday, the Social Democrats, which has to agree to the arrangement.

Seehofer and Merkel, who have long had a hard relationship, have sparred over migrant policy on and off since 2015. Austria's statement did not go into any more detail but has piqued curiosity given that it borders Italy and Slovenia to the south.

The SPD initially resisted going into a coalition with the CDU but relented after Merkel failed to reach a deal with two lesser-known parties.

Mr. Seehofer, who remains as leader of the CSU, can argue that even though he compromised in the end he pushed the chancellor to act on an issue that has eroded his party's support in Bavaria.

The agreement convulsed European politics, fuelling the rise of anti-immigration parties including the far-right Alternative for Germany (AfD) party, which now threatens to unseat the CSU in October's regional elections.

Top-circulation Bild daily - which had called the weekslong battle "Merkel's endgame" after 12 years in power - gave a lukewarm welcome to the face-saving agreement.

"I think the way this debate is being conducted is hurting Germany's image and above all that of the German government", he said.
